Guildeline for Environmental Risk Assessment of Groundwater Injection by the Treated Wastewater

Absrtact	According to Water Pollution Control Act, Article 32, “That sewage that has been treated to designated standards in accordance with environmental risk assessment results and that does not contain substances harmful to health may, for the purpose of replenishing groundwater sources, be injected into groundwater bodies outside of drinking water source quality protection areas or other areas requiring protection.” Required documents for application is regulated in the Water Pollution Control Act Enforcement Rules without the detail content about environmental risk assessment report. In this project the detail guidelines for the environmental risk assessment report were suggested. There are two parts of this final report. The first part compiled the guidelines and regulations about the applications of injecting treated sewage to the aquifer in the United States and in Australia. The second part is the suggested guidelines of wastewater injection into aquifer for Taiwan EPA. In the second part, there are three chapters. The first chapter is the suggested guidelines for the applicants. Detail format of the application forms and attachments are included. The instructions and a detail example are in the guideline. A list of application conditions that favor for obtaining the permit is also included, which make the applicant easier to evaluate if the conditions are ready for application. The second chapter is permit evaluation by the government staff. After the check for the documents integrality, it is suggested to form a technical committee for further permit evaluation. The third chapter is the risk management after the obtaining the permit. The reports from the operation plant and the site visit by the government staff are scheduled in the chapter. After study the systems in the United States and Australia, it is recommended to further category the groundwater classifications. For different groundwater classification, there should be different standards for the injectate.
